Handphone Seller Claims NEA Unfairly Seized His Items and the Police Threatened Him to Avoid Making a Report

A handphone accessories seller has cried foul that NEA officers raided his stall and took away his personal belongings in addition to goods for sale.

To add insult to injury, Mr Oscar Heng Hock Kee also says that police refused to help him lodge a police report.

Heng claims that over the weekend, NEA officers seized handphone accessories from his stall, and also items which he had in his personal capacity, such as his medicine from the Institute of Mental Health.

“I did numerous times patiently explained to the 2 relevant NEA officers that no doubt they have absoutely every right to confiscate the items which displayed publicly which included all the handphone accessories, however, they do not have the right to confiscate my personal belongings, when i patiently explained the logic to the NEA officer, who carried the name of muhammad fyroz bin ibrahim, he replied with the strong statement that I am lying to him, and he and his colleague forcefully consfiscated all my items and even my personal belongings which contained medicine being prescribed IMH psychiatrist and cash $50 and my newly bought items which for my own personal consupmation.”

The reason why Heng’s items were seized is unclear.

After calling the NEA hotline, Heng was told that he could only retrieve his medicine from the NEA office during office hours.

Furious, he tried to make a police report, but claims that police tried to push the case and threatened him.

“When I reached Geylang NPC. I given all the relevant infomations to Sgt Mohd kamal, halfway through, I was told that the investigator by the name of ASP mohd faizal from Bedok police station want to speak to me on the phone, without second thought, I shared with ASP Mohd Faizal about my unpleasant encounter with the two officers from NEA, I was shock when ASP Mohd Faizal threatened to charged me double (in his own words) for giving false statement to Singapore Police Force!”

Heng also claims he was told to take a bus to meet the investigating officer assigned to his case.

“Again, I was being “instructed” by ASP mohd faizal to report to bedok police station at the point of time. He shamelessly told me to take a bus all the way from Geylang NPC to Bedok police station, I told him that is uncall for. Again, he “instructed” me to stay at Geylang NPC, he will make his way to come to Geylang NPC. I obliged.

However, while waiting for him for another twenty minutes or so, he called Sgt Mohd Kamal that he is busy investing another sensitive case, he could not meet me. What a laughing stock to a senior police officer, one minute he said that, the other minute he go back on his word! Is he selling roti prata, keep turning and turning!”

Heng says the two incidents have made him lose confidence in the public service, and he feels ashamed to be Singaporean.

The police have responded to Heng’s complaints, and advised him to drop them an email to discuss the issue further.

My name is heng hock kee, on 4th december 2015 evening, i was selling handphone accessories at geyland lorong 18.

At around 8 pm, i was being approached by civilian civil servant who took my ic away without disclosing his identify and warrant card, ten minutes later, there was estimated 30 civil servants in civilian and uniform who came to the scene. All my items including handphone accessories and my personal belongings and newly bought items was being confiscated by 3 NEA officers.

I did numerous times patiently explained to the 2 relevant NEA officers that no doubt they have absoutely every right to confiscate the items which displayed publicly which included all the handphone accessories, however, they do not have the right to confiscate my personal belongings, when i patiently explained the logic to the NEA officer, who carried the name of muhammad fyroz bin ibrahim, he replied with the strong statement that I am lying to him, and he and his colleague forcefully consfiscated all my items and even my personal belongings which contained medicine being prescribed IMH psychiatrist and cash $50 and my newly bought items which for my own personal consupmation.

At 11 pm the same day, I was helpless but have no alternative but to seek help from NEA hotline, after serveral tedious and red tape channel, I was only given a chance to liaise with another officer from NEA, he professionaly guide me over the phone that the officer,muhammad fyroz bin ibrahim have no right to confiscate my personal belongings.

With the clarification from NEA officer, I left a message to ask the relevant officer who in charge of the above unpleasant event to call me, however despite spending more than 1 hour, I was only informed that I can only claim back my medicine at the NEA office during office hour.

I was furious, because the NEA officers statement are contradicting to each other, they just pushing the responsibity to each other. From I was totally lost my confident with the Singapore civil servant system. certain black sheeps are taking law in their own hand. They are not only totally lawless, even worse, they act like hooligan.

Dear law abiding Singapore citizens, can I have your kind comments over this issue. I am still waiting for the NEA officer to contact me now. I want to settle the issue amicably, but I am completely helpless now!

When I reached Geylang NPC. In the first place, as a well experienced senior police investigator who having the rank of ASP, without gathering further relevant informations, how dare he claimed that I made the false statement?

I challenged him to charge me with his own right, and ask his full name and rank in police, he cowardly said that he can not disclose his full name and rank over the phone. I went further to challenge him is our conversations being recorded, he give me the assurance that there is no recording device on the phone.

He hold the senior post in the Singapore police force, I gave him the benefit of doubt, and without questioning him further. However, I was puzzled that why there isnt any security system to safeguard the interest of police officers and general public in such a well established Singapore police force.

First the unpleasant encounter with the NEA officers, now the joke from the Singapore Police Force. The Singapore civil servants only know how to threatened commoner us. They thought they are the one who call the short, well behave Singapore citizens were at their own expend. I do not buy the idea that Singapore civil servants are on top of the law, we law abiding Singapore citizen will be forever be their victim! Is time to clean up the integrity of Singapore civil servants!

Is time to wake up, Singapore civil servants. We have enough! Now my confidence level with the Singapore public service had gone down the drain! My dream with the Singapore civil servants had completely smash! I felt so shamed to be a Singaporean!
