Buyers of 991 Build-To-Order (BTO) flats in Punggol will face a further 3-month delay in receiving their keys.
This is on top of an already delayed timeline of up to 9 months due to the Covid-19 pandemic.
This has frustrated buyers as they had bought their flats in 2019.
HDB says that the latest delay is due to the termination of services of the main contractor, CKR Contract Services.
The company was dropped because of “unsatisfactory progress” and a repeated failure to meet construction targets.
HDB says it is in the process of hiring a new contractor in August to complete the remaining work.
Said the HDB:
“A decision to terminate a BTO contract is not taken lightly as this will inevitably entail more project delays.”
It added:
“Typically, these contractors would encounter one or more causes of delay such as the inability to carry out works due to financial difficulties, disruption in management team or high turnover of site supervisory personnel, as well as the lack of resources and manpower.”
CKR is the main contractor for another ongoing project, the Toh Guan Grove BTO project in Jurong East.
That project, which is estimated to be completed in 2026, is said to be still on track to be completed by the committed project completion date.
