He plied her with gifts, then started to touch her, before eventually moving on to collect her vaginal secretions to concoct a “love potion”.
45-year-old cleaner Arshad Dullah, a Malaysia native, had been a tenant in the 4-room HDB flat unit since 2012.
In February last year, he began chatting with the 8-year-old daughter of the flat-owners and giving her gifts such as folded paper boats, food, and pens.
That progressed to massaging the girl’s limbs and shoulders.
In March, he sexually violated her.
In the first incident, Arshad asked the girl to follow him to the kitchen one morning, where he sexually violated her, then collected her vaginal secretions in a bottle.
He repeated the act later in the day.
Arshad preyed on the girl again a month later.
When she said that she was hurting, he covered her mouth and told her that he was collecting her vaginal secretions to make “perfume”.
He told her not to tell her mother about what he had done.
In May 2017, the girl told her mother that she believed Arshad liked her as he always gave her presents.
When her mother enquired further, the girl revealed the sexual acts that Arshad had been performing on her.
The girl’s mother evicted Arshad and sought help at a nearby Family Service Centre.
She later lodged a police report and Arshad was arrested.
During investigations, he claimed that he sexually violated the girl to create a “love potion” to endear himself to those around him and to stop others from bullying him at work.
A psychiatric report produced in court stated that he was “likely to have pedophilic tendencies”.
Arshad was sentence to 18 years jail’and 24 strokes of the cane yesterday, after pleading guilty to 3 charges of aggravated sexual assault by penetration.
Six other charges were taken into consideration.
