42-year-old Malaysian masseur Hiew Chung Wei has been jailed for 4 years and 32 months and fined S$2000.
The sex pervert, who persistently exploited teenage boys, was found guilty of 11 charges – six of sexual penetration of a minor, two of abetting by intentionally aiding an accomplice to sexually penetrate a minor, and one each of recruiting a minor for sexual exploitation, receiving payment in connection with the actual exploitation of a trafficked victim, and having obscene films.
Twenty other charges were taken into consideration in his sentencing.
Hiew had a sexual pervasion known as hebephilia, which made him want to have sex with children aged 11 to 14.
To entice his victims, he would pay them to have sex with him.
In 2011, Hiew approached a boy on Facebook and pestered him into performing oral sex on him at his West Coast Road flat, where he later paid the boy S$20.
His second victim, a 14-year-old boy was also approached on Facebook.
This time, he paid the boy S$70 in total to “have fun” with him.
At his flat, Hiew shoed the boy pornographic films and performed oral sex on the boy.
Hiew approached his second victim in May 2013 and this time offered him S$80 for sex.
He promised to transfer the money to his bank account after that, but didn’t do so.
Despite that, his second victim introduced him to another 14-year-old boy who was in need of money.
Hiew offered this third victim S$50 for sexual services.
Later on, Hiew held a sex orgy at the second victim’s home where his second and third victims took part in a 40-minute sex orgy.
Hiew’s second victim also introduced another 15-year-old boy to Hiew in 2015, who then became his fourth victim.
Hiew paid that fourth victim S$200 for sex 4 times a week from Oct to Nov 2015.
In December that year, Hiew arranged for his fourth victim to have sex with 6 other men at the Santa Grand Lai Chun Yuen hotel in Chinatown.
The men paid him S$30 each for his services.
Hiew also took part in that sex orgy with the boy.
When Hiew was later arrested at Woodlands Checkpoint, 151 obscene videos were found on his handphone.
None of his 4 accomplices has been dealt with.
